The establishment of a local college in the Municipality of Laurel started as a vision of Mayor Lyndon Masicat Bruce who viewed education as a potent tool for transforming society for the better. Upon his assumption of office on 30 June 2022, he included the objective of organizing and establishing an institution of higher learning in the agenda of his administration. Thus, he convened a Technical Working Group headed by Municipal Administrator Bienvinido S. Mayuga to study the feasibility of the said establishment and offering of the appropriate academic programs of the proposed college.
Councilor and Chairman of the Committee on Education, SB Liezl De Castro sponsored the move to organize and establish the Colegio de Laurel. On 05 June 2023, the Sangguniang Bayan of Municipality of Laurel passed Resolution No. 9, s. 2023 officially creating a local government run college – the Colegio de Laurel (“Colegio”).
The initial proposed programs are the Bachelor of Early Childhood Education (BECED), Bachelor of Science in Agribusiness (BSA) and Bachelor of Science in Criminology (BSCRIM).

OFFICE OF THE PRESIDENT
- The President/College Administrator of the Colegio is the Chief Executive Officer (CEO) of the educational institution. S/He manages the resources of the Colegio and directs its activities. S/He is responsible for the attainment of the vision, mission and goals of the Colegio.
- MR. BIENVINIDO S. MAYUGA, MAEd, LPT
- Bienvinido S. Mayuga is currently the Municipal Administrator of Laurel, Batangas, Philippines. In this role, he works closely with local officials, including the municipal mayor, Lyndon M. Bruce, to manage various municipal departments and oversee development projects for the community, such as health service improvements for Laurel residents.
- He is a also a licensed teacher and a graduate of BS in Theology, MA in Education and currently on his dissertation studies for his doctoral degree.
